Public Administration

Public administration is a discipline drawing from political science, economics, sociology, and other fields to enhance understanding of public bureaucracies and administrative behavior.  It can be used and applied broadly to non-governmental organizations, non-profit organizations, even in the private sector.  It uses a combination of skill and theory development that help prepare individuals to work within or work with public organizations.

A public administration education offers value for anyone with an intellectual interest in public affairs, although it obviously prepares those interested in public service.  A quality education gives individuals the chance to move freely between the public, private, and non-profit sectors, creating significant and exciting career opportunities.

Public administrators are in charge of the management and implementation of services and policy initiatives in the most effective and efficient manner. Administrators can be found working in all levels of government and in non-profit organizations. They may also be employed in hospitals, universities and even within private organizations in the field of government relations.

The primary objective of the administrator is to serve the public. Members of the public depend on you to serve and represent them. They even expect you to bring dedication and commitment and dedication to the job whether you’re an elected official in a local municipality, the executive director of a non-profit or the government relations executive in a private company.

Public administrators should embody characteristics that represent leadership. They lead nations, states and cities. They also lead universities, hospitals and non-profit organizations. On a smaller scale they lead programs, projects and policy initiatives. These must have characteristics that include integrity, creativity, vision, dedication and assertiveness.

Public policy is the way of the government to address the needs of the public and its issues. These issues are education, health care, housing and help for groups such as elderly people and homeless people. As administrator you must have knowledge of policy issues related to the field in which you work to implement programs effectively that address your specific issues and policies.

They manage programs of all sizes, from Medicare to lower-level projects that involve workshops to let people know about programs. Planning, vision and forethought are all needed to manage programs and projects successfully.

In order to run government or nonprofit organizations, public administrators must have the skills and knowledge to use their financial resources in the most efficient way.

Non-profit organizations and government entities alike often require the support for programs and projects such as assistance of grant funds. A public administrator should be adept at writing a grant proposal that expresses a need, a plan for the program or project as well her ability to successfully manage the grant funds because the competition is fierce for most grants.


Ethics in Public Administration

Establishing and maintaining standards for ethical behavior of employees is one of the biggest challenges facing government agency administrators.  Public distrust and cynicism about government and public officials are at all-time high and the ethics of public administration are reminders that the actions and decisions of officials should be based on serving the public rather than themselves.

Ethics is a sensitive issue for government more than for corporations or other private sector organizations. This is because the government must serve all interests in a society. Agency effectiveness is enhanced by the ethical behavior of public administrators and their employees. It fosters better relations between government agencies and the public. It also helps improve employee morale. However, the cynicism of the public about the government invites public sector employees to be less ethical in their actions.

The idea that all government officials and employees are stewards of the public is the basis for public administration ethics. The American Society for Public Administration is a national association of government managers and scholars of public administration. They outline a set of ethical guidelines in its code of ethics where it states that members should be committed to promoting ethical organizations,  serving the public interest, demonstrating personal integrity,  respecting the law and constitution and striving for professional excellence.

Government administrators and employees are entrusted with public resources. Proper ethical behavior encourages the public sector workers to act in such a way that serves the interests of the public best. They should say no to all forms of discrimination, support the right of the public to know what is being done on their behalf, involve citizens in policy decision-making,  assist citizens in their dealings with government agencies.

Public administrators should promote ethical behavior on an organizational level by enhancing open communication. They must subordinate agency loyalties to the public interest by establishing standards for ethical behavior of all agency employees and adopting policies that promote organizational accountability, in addition to maintaining the standards of personal integrity.

There are common stereotypes about government administrators and employees they are portrayed as lazy, overpaid, incompetent bureaucrats. Ethical behavior in public administration means improving individual capabilities and encouraging professional development in others. The code of ethics of ASPA calls for staying updated on challenges that are emerging and encourage others to join in professional associations and activities.


Human Resource Management

Human Resources Management is in charge of the “people” issues in the company. They are the ones in charge of accepting applications and resumes, recruiting people, training them and assigning them throughout the company. They also figure out the pay, benefits, vacation and processes sick leave. Ensuring a good working environment is one of their responsibilities. They also oversee and work with the company’s safety programs. They deal with complaints of employees and develop programs to keep the best employees.

Managers of this department are in-charge of projecting how many employees will be necessary. They look at how many good workers are staying with the company and how many should be let go. A low turnover ratio is ideal, where more people are staying than leaving. They try to find good workers from the applicant pool and use them to replace employees that are leaving or being let go. Increasing highly skilled and experienced personnel every time there is turnover is the ultimate goal. They are also responsible for looking at positions that can be trimmed without harming the company.

Human resources management should be updated on pay and employee tax laws. They negotiate wages and salary with an applicant as well as merit-based awards, commissions and bonuses. They work with other pay areas such as retirement, vacation time, life insurance, sick leave, health insurance, disability insurance and stock ownership plans.

Personnel of this department will coordinate employee orientation; newly hired employees will learn about their rights and responsibilities, plus the structure of the company. Training and development helps new hires to become proficient workers. As employees receive supervisor, management and leadership trainings as they gain experience. Training can happen both on the job and in formal classroom instruction.

The Human Resources department creates wellness programs such as drugs, diet, exercises, health, ergonomics, diversity and spirituality. Productivity can be improved by reducing mishaps in the workplace, and reducing diet and habit-based sickness. Wellness programs save the company money while getting more out of the worker by reduce sickness and injury.

The HR staff may play a role in bringing about a fair and speedy resolution when conflicts arise. They even act preemptively, looking at performance on the job and interaction of employees, making sure that things run smoothly.

This department helps establish policy in the workplace for employees to understand the rules, regulations and boundaries. This is an extremely important function of the human resources management, since all employees need to understand what is expected of them.
